Ms. Papa is a senior legal expert with extensive experience in program management. Her expertise is focused on development of rule of law and human rights policies and leading of programs in CoE countries including Western Balkans and EU Eastern Partnership Countries. Currently she holds the position of Chef de cabinet of the Chairperson of the Albanian High Judicial Council. Since 2019, she is an independent human rights expert and member of the Council of Europe's Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) for a 4 year-mandate.

Ms. Papa holds a double law degree from Tirana University, Albania (2001) and Besancon University, France (2006) at the level of Master of Law with major on European Law. Since 2002, she is a member of Albanian Bar Association. 

Ms. Papa’s professional engagement in Albania encompasses managerial and advisory roles,  in key rule of law institutions, such as that of National Anti-corruption Coordinator at the Council of Ministers (2008-2014), Director of cabinet in two independent institutions - the High inspectorate for Assets Declaration and Control and Conflict of Interest (2014-2016) and the High Judicial Council (from 2019) as well as experiences as that of Senior Project Officer in the Council of Europe (2018-2019) and Justice and Home Affair Officer in the British Embassy (2014). 

Her international engagement starts in 2007 at the International Criminal Court following with a solid track-record of cooperation with the most relevant international and regional organizations in the prevention and fight against corruption such as GRECO/CoE, UNODC, OECD/ACN, RAI, and ReSPA. She has served as a legal advisor, consultant, legal & policy drafter and trainer on several EU justice reform funded projects in Albania, Kosovo, Azerbaijan, and Armenia including setting up of judicial institutions and systems, transitional justice, execution of sentences, ADR, legal aid, and education of legal professionals. 

During her 15 years of international career, Ms. Papa has conducted several assignments, evaluations and country visits including on EU budget support programs, such as in Bulgaria, Romania, Estonia, Belgium, Armenia, North Macedonia, Italy, the Netherlands (Curacao, St. Maarten, Aruba) & UK.

She is author and contributing expert in several technical papers and publications such as the Regional Comparative Studies on “Income and asset declarations in practice” and on “Conflicts of Interest in practice” published by ReSPA in 2013 & 2015. 

Her engagement with academia and civil society encompass membership in the University of Durres Administration Board (2019-2022) and the Agency for Support Civil Society Supervisory Board (2010-2014).
